Charlotte, NC, native William “Bill” Heyward served as the 24th NC State Student Government vice president. Heyward was an active student leader, and in April 1945, he organized the Tompkins Textile Society Ball.

During Heyward’s tenure, the Student Council approved a new constitution allowing for the establishment of standing committees. It also limited faculty representation to four members.
During the 1944-45 school year, the Student Council appointed a committee of students and faculty members to prepare an honor system for NC State students.
