- Biographical Note:
- Ruggles graduated with a B.S. in Electrical Engineering in 1922 from NCSC. He became an Instructor of Electrical Engineering at NC State College. Ruggles received his M.S. in Education in 1928. In 1934 Ruggles became Director of N.C. States' Extension Division. He developed the Driver Training School and the Sport Fishing Short Course classes. He retired in 1965.
